If you had made a Recovery Drive, you can reinstall Win 10 from that but it will be missing some of your personal stuff. If the recovery does not find the backup image you need to tell it where it is. The new drive does need to be at least as large as the one from which the image was created assuming the entire original drive was formatted.

I go out and purchase ANOTHER 1tb USB external drive hoping to address the problem (boot drive that's selected as primary in the bios isn't large enough).
